Y1JZ--926CM3010 Cemetery Expansion and FCA Improvements Project Washington Crossing National Cemetery

Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
Notice ID:36C78627Q0030

VA NCA is conducting market research to identify interested SDVOSB prime contractors for a potential design-bid-build construction project at Washington Crossing National Cemetery in Newtown, PA. The estimated construction magnitude is $10M–$20M, with performance estimated at 12–18 months after notice to proceed. Scope includes extensive excavation and grading, stormwater and utility infrastructure, roads, curbs, paving, irrigation, approximately 8,500 Government-furnished pre-placed crypt units, about 4,080 columbarium niches, and repairs/renovations to the Public Information Center and maintenance building while the cemetery remains operating. VA will furnish crypt units under a separate contract, columbarium niche cover responsibility is subject to confirmation, and the agency is considering a firm-fixed-price competitive SDVOSB set-aside under NAICS 237990. Interested firms should provide a concise capability statement covering relevant experience, bonding capacity, approach to active-cemetery work and Government-furnished precast installation, self-performance/subcontracting, and market feedback; this is market research only and not a solicitation.
