L099--On-Site Inscription Services at Fort Snelling National Cemetery - MPS
This amendment to an on-site inscription services requirement at Fort Snelling National Cemetery provides Q&A and revises the Combined Synopsis/Solicitation and Attachment F Drawings, including Emblems of Belief. Reverse inscription pricing for U1, V1, W1 and other applicable upright headstones is all-inclusive when front and reverse inscriptions are ordered together; the separate R2 line item applies only when a reverse inscription is ordered separately on an existing upright headstone with a completed front inscription. Samples approved under prior solicitations cannot be carried forward, and quoters must submit new samples under the current requirements; the requirement is a recompete, with prior award information available on SAM.gov. Quoters may use a subcontractor’s past performance only with a teaming agreement, but the prime must still provide its own past performance and comply with all solicitation and SOW requirements, including limitations on subcontracting; samples need not be made by the prime. The anticipated contract effective/base period start is April 1, 2027, and the 25-calendar-day setup period begins on that effective date, not upon earlier contract execution.
