The Department of Veterans Affairs National Cemetery Administration has a requirement for the National Memorial Cemetery of the Pacific (NMCP). The intent of this requirement is to ensure the delivery of professional and polite unarmed security guard services at the National Memorial Cemetery of the Pacific in Honolulu, HI. These guards must adhere strictly to the Statement of Work, technical specifications, and all contractual terms and conditions. This is an all-inclusive contract, Contractor will manage and provide all necessary supervision, labor force, equipment, and supplies required for unarmed security guard services within federal property boundaries as described here. All work must comply with federal, state, county laws and codes alongside standard industry practices. BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 13 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose proposed price does not exceed the amount of funding available for the procurement, whose proposed price is found to be reasonable, and whose proposal is found to be acceptable when considering the non-price evaluation factor described below. The general standards of responsibility found at FAR § 9.104-1, apply to this procurement. Offerors who fail to meet any standard of responsibility will not be eligible to receive contract award. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127. General Requirements: The National Cemetery Administration (NCA) has a requirement to establish a contract for the National Monument Cemetery of the Pacific, Honolulu, HI for Unarmed Security Guard Services. The purpose of this requirement is to provide professional and courteous, uniformed, and unarmed Security Guard (Guard 1) services for the National Memorial Cemetery of the Pacific. Services shall be performed in accordance with the Statement of Work, technical specifications, and all terms and conditions contained in this Statement of Work. The contractor shall provide the management, supervision, manpower, equipment, and supplies necessary to provide the unarmed guard services within the property lines of Federal property as described herein or as directed by the Contracting Officer Representative (COR) as described in the Statement of Work. The Contractor shall be responsible for performing all work under the contract in accordance with all Federal, State, County laws and codes. In addition to compliance with these laws and codes, the Contractor shall follow all applicable standard industry practices. The Contractor shall provide unarmed guard and vehicle patrol daily, Sunday thru Saturday, 24 hours per day, including all federal holidays, in accordance with the established routes and schedules. The unarmed guard shall be courteous to employees, visitors, and patrons. The unarmed guards shall be required to assist with traffic control during ceremonies and events. All requirements will be specified in the Statement of Work. The intent is to establish a Firm-Fixed-Price contract for one base year and four – 1-year options with the Governments discretion to exercise. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
