This Pre-solicitation Notice is to inform prospective offerors that The National Cemetery Administration will be soliciting proposals under Solicitation No. 36C78624R0071. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions (monuments) for deceased veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this contract is to manufacture, inscribe and distribute flat granite green burial markers, nationwide to National Cemeteries participating in a new benefit offering of green burial sections which will be added to the existing Cemetery offering. Note: As this is a new burial benefit that is being offered to our Veterans and their families, all quantities are estimates that may change throughout the life of the contract. The following 3 Cemeteries will be initially participating in the Green Burial project with additional Cemeteries added later in the schedule or during the 1st or 2nd option years: Florida National Cemetery 6502 SW 102nd Avenue Bushnell, FL 33513 Pikes Peak National Cemetery 10545 Drennan Road Colorado Springs, CO 80925 National Memorial Cemetery of Arizona 23029 North Cave Creek Road Phoenix, AZ 85024 The Contractor shall be responsible for providing all labor and materials needed to produce the blank monuments, inscribe the blanks per orders received, package/label/palletize the inscribed monuments and deliver the finished product to the consignee noted on an order. The Government will award a Firm Fix Unit Price Requirements contract resulting from this solicitation to the responsible offeror whose proposal is the best value to the Government. Proposals will be evaluated in accordance with FAR 13 Simplified Acquisition Procedures to determine which response represents the best as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance with Past Performance being the most importance. Technical subfactors are Sample Acceptance, Methodology and Quality Assurance. Rick in each factor and as an overall factor will be considered. Samples failing to meet the submission requirements and their proposals will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. This solicitation is being issued as set-aside for all small business registered in SAM. The NAICS Code is 327991. Size standard is 500 employees, solicitations will be available for download from https://sam.gov on or about July 3, 2024. Questions are due by 1:00 PM Eastern on July 17, 2024 responses to the solicitation are due by 1:00 PM Eastern on July 31, 2024. Any amendments to the solicitation will also be available at https://sam.gov/. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
