The National Cemetery Administration is soliciting proposals under Solicitation No. 36C78624Q0024. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers, medallions and niche covers for deceased veterans worldwide. Memorial headstones, markers and niche covers are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this contract is to manufacture, package and distribute worldwide Bronze Niche Markers, Product Codes Z1 and Z6, FOB Destination for worldwide distribution, on a multi-year contract. PROOF OF DELIVERY REQUIRED UPON DELIVERY. Scope of Work: This work shall include all labor and materials necessary to furnish flat bronze niche markers with raised lettering. The marker ordered under delivery orders against this contract shall be delivered within twenty-six (26) calendar days following the date the orders shall be issued by Memorial Program Service, Program Support Unit. Less than one percent of the orders received shall be delivered to overseas destinations. The contractor shall format all information contained on marker orders as raised characters. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. The Government will award a Firm Fix Unit Price Requirements contract resulting from this solicitation to the responsible offeror whose proposal is the best value to the Government. Proposals will be evaluated in accordance with FAR 13 Simplified Acquisition Procedures to determine which response represents the best as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Technical subfactors are Sample Acceptance and Quality Assurance. Samples failing to meet the submission requirements and their proposals will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This solicitation is being issued as Full and Open Competition to all businesses registered in SAM. The NAICS Code is 331529. Size standard is 500 employees, solicitations will be available for download from https://sam.gov/ on or about February 16, 2024. Questions are due by 10 am on February 29, 2024. responses to the solicitation are due by noon Eastern time on March 12, 2024. Any amendments to the solicitation will also be available at https://sam.gov/. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
