The National Cemetery Administration is soliciting proposals under Solicitation No. 36C78623D0002 to supply: 1. Inscribed Upright Marble Headstones (type U1 = contemporary style) on a District-Wide basis to National, State Veteran and Private cemeteries. 2. Inscribed Civil War Confederate (type U5 = historic) on a District-Wide basis to primarily State Veteran and Private cemeteries. 5 individual contracts will be awarded from this solicitation, one per district. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. The Government will award 5 Firm Fix Unit Price Requirements contracts resulting from this solicitation to the responsible offeror whose proposal is the best value to the Government. Proposals will be evaluated in accordance with FAR 15 Contracting by Negotiation to determine which response represents the “best” as a whole. The award may be made without discussion. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Technical subfactors are Equipment, Personnel, Methodology and Quality Assurance. Samples failing to meet the submission requirements will be removed from further consideration as nonresponsive as will the accompanying proposals. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This solicitation is being issued as tiered evaluation that includes the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) Small Business concerns, with HUBZone small business concerns and 8(a) participants having priority, and (4) Full and Open to all businesses. If award cannot be made in any of these tiers, the solicitation will be cancelled and the requirement resolicited. Further explanations of tiering are in the solicitation. The NAICS Code is 327991. Questions are due by noon on August 17, 2022 responses to the solicitation are due by noon Eastern time on September 2. 2022.
