Contractor shall provide all Management, Supervision, Labor, Materials, Tools, Equipment, etc., required and needed to compete the construction services for the following tasks as described herein: CLIN 1: Survey and Develop In-Ground Cremains (IGC) Section 1. CLIN 2: Repair or Replace existing Survey Control Points. CLIN 3: Repair or Replace current Perimeter Fence Sections. CLIN 4: Repair or Replace concrete at Columbarium. CLIN 5: Repair or Replace Ornamental Fence. All services performed by the Contractor must adhere to National Cemetery Administration standards. This is a Pre-solicitation Notice for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation, number 36C78623B0041 entitled, 940-MM23-002: IGC and Site Improvements, Fargo National Cemetery on or about August 14, 2023, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR VETERAN OWNED SMALL BUSINESSES (VOSB) ONLY. In accordance with Public Law 109-461 this procurement opportunity is 100% Set-Aside for Veteran-Owned Small-Business, (VOSB) firms; competition is restricted to VOSB construction firms. Contractor shall provide all Management, Supervision, Labor, Equipment, Materials, Parts, Tools, etc., required, and necessary to provide construction services to provide Survey and Development of Section 1 In-Ground Cremations (IGC) and various Site Improvements at Fargo National Cemetery located at 8709 40th Ave., N, Hardwood, North Dakota 58042, as stated, described, required and in conjunction with the Specification Terms and Conditions, Scope of Work and associated NCA Specifications and Drawings. The anticipated contract Period of Performance will be two hundred and eighty-one (181) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Z2PZ Repair or Alteration of Other Non-Building Facilities. The North American Industry Classification System (NAICS) code for this procurement is 238190 Other Foundation, Structure, and Building Exterior Contractors. Per FAR 36.204, the Magnitude of Construction for this project is between $100,000 and $250,000. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. NO FAX/ FACSIMILE SUBMITTED BIDS WILL BE ACCEPTED.
