Pre-Solicitation Notice Presolicitation Notice Page 5 of 5 Pre-Solicitation Notice *=Required Field Pre-Solicitation Notice Page 1 of 5 Solicitation Number: 36C78623B0023 Project Description: 800CM3004: Rostrum, Burial Section and Site Improvement Repairs, etc., Alton National Cemetery This Pre-Solicitation notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue Solicitation number 36C78623B0039 (which is a rebid of Solicitation number 36C78623B0023) full Specifications, entitled, 800CM3004: Rostrum, Burial Section and Site Improvement Repairs, etc., Alton National Cemetery on or about August 14, 2023, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SMALL BUSINESSES. Competition is restricted to Small Business construction firms. The Contractor is to provide all Management and Supervision, Labor, Materials, Parts, Equipment, and Tools, etc., required, and necessary to provide complete construction services necessary to construct the Rostrum and perform specific Site Repairs; to include but not limited to General Conditions, Repair of Concrete Rostrum Floor and Walls, Repair of Burial Section Perimeter Walls, and Replacement of Brick Stairs & Landings with Concrete Surfacing, and other work necessary to complete the Site Improvements stated and described in the contract documents at the Alton National Cemetery. The anticipated contract Period of Performance will be one hundred eighty-one (181) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1AZ Construction of Other Administrative Facilities and Service Buildings; the North American Industry Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction, and the Business Size Standard is $45.0 Million. Per FAR 36.204, the Magnitude of Construction for this project is between $100,00 and $250,000. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. NO FAX/ FACSIMILE SUBMITTED BIDS WILL BE ACCEPTED. All Bids shall be subject to the terms and conditions of the solicitation. SITE VISIT: Refer to solicitation FAR clause 52.236-37 Site Visit for detailed pertaining to the organized Site Visit. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities unless additional notice is given, or this notice is modified or cancelled at www.beta.sam.gov. The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process. There will be no bids accepted via Postal Mail, USP, FedDex, or any other delivery method stated; with the exception that prospective bids CAN BE SUBMITTED via email to the Contracting Officer at claude.humphrey@va.gov and/or the Government Vendor Portal weblink: https://www.vendorportal.ecms.va.gov. Interested Bidders are responsible for monitoring and downloading any Amendments from SAM.gov/Contract Opportunities website which may be issued to this solicitation. Official Site Visit: This area of concern will be addressed in more detail in the upcoming issuance of Invitation for Bid (IFB). Notice to Potential Offer: As noted, this procurement is 100% Set-Aside for Small Business concerns. Only verified Small Business firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for Small Business. A non-verified Small Business firm that submits a bid will be rejected as non-responsive. To be eligible for award, the Small Business firm must be considered small under the relevant NAICS code and must be registered and verified in the Small Business Administration (SBA.gov) or the SAM.gov website. The SBA.gov and the SAM.gov database will be checked both upon receipt of an offer and prior to award; and have completed online Representations and Certifications prior to contract award. Offers received from firms that are not Small Business and who are not registered in the SBA.gov and the SAM.gov database will not be considered. At the time of submission of bids, and prior to award of any contract, the bidder must represent to the Contracting Officer that it is (1) a Small Business; (2) a Small Business concern under the NAICS code assigned to this acquisition; and (3) a Small Business listed as verified in the SBA.gov and the SAM.gov database. Interested bidders must register on the SAM.gov website for the solicitation. In order to receive e-mail notification of Amendments, Interested bidders must register on SAM.gov. Amendments to this solicitation will not be mailed but will be posted at the SAM.gov/Contract Opportunities website. Interested bidders are responsible for obtaining the solicitation from the SAM.gov/Contract Opportunities website and acknowledging any and all Amendment(s) issued for the solicitation. No other information regarding Statement of Work, Scope, Dates, etc. will be available until issuance of the Solicitation. As authorized by FAR 5.102 Availability of solicitations, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Contracting Opportunity website (SAM.gov/Contract Opportunities). Further details of all dates and events will be available in the solicitation. No other site shall be used to obtain these documents. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register on the Contracting Opportunity website (SAM.gov/Contract Opportunities). Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the SAM.gov website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. QUESTIONS: Any interested Offeror desiring an explanation or interpretation of the solicitation specifications must request it in writing.
