The Department of Veterans Affairs, National Cemetery Administration intends to issue a solicitation entitled, “Dayton National Cemetery PN: 810CM3030 Pic/Admin Bldg. Road Repairs and Replace Committal Shelter B” at Dayton National Cemetery, on or about August 10, 2023, unless additional notice is given, or this notice is modified or cancelled. The full solicitation, specifications and drawings will be posted on Federal Contract Opportunities at sam.gov. Bids will be due 30 calendar days after the solicitation is published. The acquisition type for this solicitation will be Invitation for Bid (IFB). This IFB will utilize the Electronic Bid delivery and Telephonic Bid opening process. The process will be outlined in the solicitation. The VA anticipates that this requirement will be a SDVOSB set-aside in accordance with Public Law 109-461; however, if market research results in no reasonable expectation of receiving two or more bids at fair and reasonable prices, the set-aside selection may be changed to either a VOSB or Small Business set-aside. The construction magnitude for this requirement is between $10,000,000 and $20,000,000. The NAICS is 236220 – Commercial and Institutional Building Construction and the business size standard is $45.0 Million. The basic scope of work is as follows: CLIN 1: The contractor will provide all labor, material, and equipment necessary to construct the work as shown on the plans and described in the specifications. Work of the contract includes but not limited construction of new PIC/Admin building, construction of Honor Guard/Maintenance Annex building; renovation of the Maintenance building; roadway repair and reconstruction; construction of new cortege lanes and replacement; replacement of Committal Shelter B; and all other work necessary to construct the improvements as shown and described on the contract documents. The contractor will have five hundred and seventy (570) calendar days to complete the work from the date of the Notice to Proceed (NTP). CLIN 2: BID OPTION #1: New asphalt paving and asphalt pavement mill and overlay at the satellite maintenance storage yard; no additional calendar days included to the period of performance.
