See attached request from Tribute Inc. for review. NCA Response: Use of a Precast Niche Unit with an Open Web is not allowed due to known issues with alignment, settlement, and sealant deterioration over time. It is our understanding that there are multiple niche manufacturers with NPCA certification and production facilities in proximity to the cemetery that could be used to provide the precast niche units in the dimensions noted in the contract drawings. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78623B0021 entitled, Gravesite Expansion (830 Columbarium Niches), New Albany National Cemetery on or about May 26, 2023, unless additional notice is given, or this notice is modified or cancelled. Scope of Work: The Contractor shall provide all Management, Supervision, Labor, Equipment, Materials, Parts, Tools, etc., required, and necessary to provide complete construction services to prepare site for building operations, including construction of columbaria units, pavement, landscaping, and construction of other items, demolition, erosion control, grading and drainage, and furnish labor, materials, equipment, and services to construct and complete all work for New Albany National Cemetery gravesite expansion, as required by the project drawings and specifications. Period of Performance The Contractor shall complete all work including submittals, reviews, quality control, repair/construction services, punch list corrections, clean up, invoicing and closeouts documentation submittal within Two Hundred and Thirty (230) calendar days of Government issuance of the Notice to Proceed. The North American Industry Classification System (NAICS) code for this procurement 236220 - Commercial and Institutional Building Construction, and the business size standard is $39.5 Million. Per FAR 36.204, The magnitude of construction for this project is between $1,000,000 and $5,000,000.
