Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror’s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Samples failing to meet the submission requirements will be removed from further consideration as nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government.
