The National Cemetery Administration is soliciting offers under Solicitation No. 36C78621R0001 for the manufacture, package and palletize of Blank, Granite, W1, Upright Headstone delivery terms FOB Origin. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation and is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance. Samples failing to meet the submission requirements will be removed from further consideration and determined nonresponsive. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Small Business (SB). The NAICS Code is 327991. Size standard is 500 employees. Responses to the solicitation are due by 1:30 PM Eastern Standard Time on Monday, September 14, 2020. Any amendments to the solicitation will also be available at www.betaSAM.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in Section E.
