PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration intends to issue a solicitation entitled, Marion National Cemetery Gravesite Expansion_ Project 817CM3022 ... PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration intends to issue a solicitation entitled, Marion National Cemetery Gravesite Expansion_ Project 817CM3022 at Marion National Cemetery, 1700 East 38th St, Marion, IN 46952, on or about July 22, 2021, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at beta.sam.gov. The acquisition type for this solicitation will be Invitation for Bid (IFB). This IFB will utilize the Electronic Bid delivery and Telephonic Bid opening process. The process will be outlined in the solicitation. Per VAAR 836.204, The construction magnitude for this requirement is between $2,000,000 and $5,000,000. The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $36.5 Million. The basic scope of work is as follows: CLIN 1: General Construction: The contractor will provide all labor, material, and equipment necessary for the Installation of all work shown on the plans and described in the specifications including but not limited to: Removal of utilities, roadway, & concrete structures, installation of crypts including installation of underdrain, grading, and erosion control, re-route of mainline sewer utilities, installation of roadway and curb, installation of cast concrete monuments, construction of columbaria units, and construction of other items. CLIN2: Purchase and delivery of 2,020 pre-cast concrete burial vaults NOTE: Installation cost of crypts shall be included in CLIN 1 price. ADD ALTERNATE 1: Replacement of existing irrigation pump and associated valves and mainlines. Watermain connection to irrigation pump revised to larger diameter, replacing disturbed road in kind. Upsizing irrigation main lines including directional boring of new mainline irrigation pipe across Indiana Ave. ADD ALTERNATE 2: Replacement of irrigation laterals in sections 8/9/10/11/12 and CS-2/CS-3 and placement of automated valves and sprinkler rotors within existing cemetery sections. The total performance period for this project is 270 calendar days from issuance of the notice-to-proceed (NTP). This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
