Page 2 of 2 PRE-SOLICITATION NOTICE CONSTRUCTION: Bay Pines National Cemetery for the National Cemetery Administration (NCA). NCA will be issuing a solicitation for construction services at the Bay Pines National Cemetery, 10000 Bay Pines Blvd, St. Petersburg, FL 33708. The solicitation will be issued on or about 01 June 2021 with the bid opening on or about 01 July 2021. Dissemination of the solicitation will be limited to electronic medium only. The construction work includes but is not limited to: Roadway Flooding/Drainage: Large portions of the existing roadway has standing water after rain events. To provide better drainage, a new section of upgraded roadway must be installed. The roundabout at the Administration Building must be reconstructed to correct the slope and provide a drainage swale to carry the stormwater to the existing ditch. Special care must be taken to avoid damage to the existing trees line at the roadway. The geotechnical report provides a pavement design, and resurfacing requirements. Committal Services Shelter (CSS): The existing Committal Services Shelter needs to be completely demolished and replaced. The existing electrical is to be protected/salvaged during construction. Cortege Lane: The cortege lane needs to be extended to provide enough space for 9 - 12 vehicles to safely fit three lanes. Irrigation Pond: In 2008 divers inspected the irrigation pond and discovered approximately 4 feet of silt. There is a possibility that dredging the pond may be included in the contract requirements. If this work is included, details of the work will be included in the Scope of Work and solicitation package. On-going work cannot obstruct cemetery access at any time. Visitors and guests must have access to their beloved and family member s graves at all times. With very limited exceptions, work shall cease during Memorial Services. There will be ONE pre-bid conference/site walk-through held for this project. Details of the pre-bid conference will be included in the solicitation package when it is posted. All prospective bidders are highly encouraged to attend. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service-Disabled, Veteran-Owned, Small-Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) and Vets 100 at http://www.dol.gov/vets/vets-100.html Interested bidders must register at the Beta SAM.gov website for the solicitation.
