The National Cemetery Administration is soliciting offers under Solicitation No. 36C78620Q0230 for reddish/brown blank granite niche covers and wall markers for Santa Fe National Cemetery in New Mexico. The granite shall be composed of reddish brown similar or equal to American Bouquet Granite as found in granite deposits in the vicinity of Milbank, South Dakota Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. A COMPARATIVE ANALYSIS MAY BE USED. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Factors that will be evaluated to determine award are past performance, technical, and price. Technical is considered first by itself, if the sample fails the submission is removed from further consideration. Past Performance is considered the next greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Small Business (SB). The NAICS Code is 327991. Size standard is 500 employees. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 26, 2020. Questions are due by noon Eastern time on May 15, 2020. Responses to the solicitation are due by 11:59PM Eastern time on June 30, 2020. Any amendments to the solicitation will also be available at www.betaSAM.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
