The FAR s definition of best value means the expected outcome of an acquisition provides the greatest overall benefit in response to the requirement. The rules give COs the latitude to go with a higher price based on best value considerations, with no restrictions on what best value consideration have to be. In review of the evaluation process Under FAR 13.106-2(b)(3}, Offers will be evaluated by comparing two or more offers in response to this RFQ. What does this entails? Price will be evaluated for fairness and reasonableness, Past performance will be evaluated in accordance with FAR 13.106 and Technical will be based on the equipment s salient physical, functional, or performance characteristic specified as brand name or equal. Additional the solicitation also states the Government reserves the right to consider a response that offers more than the minimum requirements and select that response if it provides the best benefit to the Government. If the 2 x 4 utility vehicle basic model comes with these features expectation is that the Government will receive a 2 x 4 with the associated features. Per the Price Schedule associated CLINs will be specified for each accessory, add on, warranty consideration, maintenance availability, and FOB destination cost after award. Offerors are to provide a copy of the submitted spread sheet to include the salient physical, functional or performance characteristic specified as brand name or equal for each equipment. Is it the government intent to correct/update the equipment list since there are so many questions and deletes of equipment? It will make the solicitation less ambiguous and clear on what equipment industry needs to provide pricing? Is the government intent to extent the solicitation since industry is have a hard time comprehending the government needs vs suppliers inventory? Suppliers doesn t understand government needs and seeks massive clarification?
