Units shall be in accordance with the Price Schedule and terms and conditions contained in the solicitation. The Government will award a (5) five-year Blanket Purchase Agreement (BPA) using the best value tradeoff approach resulting from this solicitation to the responsible offeror whose quotation is most advantageous to the Government regarding price. In addition, the Government intends to award without discussions. Therefore, the offeror s initial proposal should contain optimal terms from a price and technical standpoint.
