This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 36C78620Q0151. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2020-04 Effective January 15, 2020. This is 100% set-aside for Small Business The applicable North American Industrial Classification System (NAICS) code for this procurement is 561730, with a business size standard of $7.5 million. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The U.S. Department of Veterans Affairs, National Cemetery Administration, anticipates the award of a Firm Fixed Priced Requirements Contract. 1.) Are we able to provide sod delivery's in a larger quantity so that the sod will be installed in larger areas as opposed to providing sod for just 1-3 burial areas at a time. The price for sod and installation is a lot more price sensitive when we purchase in larger quantity. Per the contract the cemetery will order no less than 1500 sq. ft. increments. 2.) Is there a staging area that we can place sod and topsoil in a short term basis when ordered that would be acceptable to the cemetery? Sod needs to be installed the day that it is delivered per the contract. So there should be no need for a storage area. There will be a area where the trucks can unload on a daily basis. 3.) Can we use a hand sprayer to spray for weeds in the flat stone areas? Per the contract all weeds are to be hand pulled. 4.) Are we able to spray weeds in the flower beds to ensure root is destroyed or is hand pulling the only method being utilized? Per the contract hand pulling is required. 5.) CLIN 0007, can this unit pricing be reflected in weeks (39) or months (8) to best calculate pricing? It's currently listed at 14 units, but since this service is requested to be provided weekly, I believe it should read 39. Please let me know your thoughts.
