The NCA annually collects feedback from Veterans, their families, and funeral directors on how well burial and memorial services and products met their needs and expectations. The Customer Satisfaction Surveys are comprehensive and address the committal service, visitation, awareness of burial and memorial benefits, outreach and communication, cemetery appearance, gravesite maintenance, visitor accommodations (parking, restrooms), etc. The Statement of Work, which will be provided in full in the actual solicitation, covers the full administration of fiscal years 2020 2023 of the NCA Customer Satisfaction Survey, from a population of 50,000 Nationwide, which include but not limited to: Survey re-design and validated survey methodology Development of paper and online survey versions (English and Spanish) Survey administration and helpdesk assistance Data collection (database development, testing, and validation) Results reporting and data analysis Secure disposal of data files from NCA and collected data/responses The survey must be administered during the spring/early summer and requires close collaboration with the NCA COR and the Government Printing Office (GPO) assigned Contractor. (Exception is the base year). All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered. Offerors are advised that they are responsible for obtaining all Amendments to the solicitation which will be available at FedBizOpps. No telephone requests will be accepted.
