PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration (NCA) intends to issue a solicitation, number 36C786-20-B-0020 entitled, Camp Nelson National Cemetery FY20 Construction Project Phase I Cemetery Extension, Project 833CM3028 at Camp Nelson National Cemetery, 6980 Danville Rd, Nicholasville, KY, 40356., on or about June 19, 2020, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at beta.sam.gov. The acquisition type for this solicitation will be Invitation for Bid (IFB). This IFB will utilize the Electronic Bid delivery and Telephonic Bid opening process. The process will be outlined in the solicitation. Per VAAR 836.204, The construction magnitude for this requirement is between $5,000,000 and $10,000,000. The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $36.5 Million. The basic scope of work is as follows: The construction contractor shall provide all labor, materials, tools and equipment, and services necessary to construct this project per the construction documents and specifications. The construction contractor shall be responsible for the quality and completeness of the construction project. Complete and accurate coordination between the trades and quality control of all subcontractors work shall be required. The main goal of this project is to provide construction for Phase 1 Expansion, including 3000 (3 x8 ) double-depth pre-placed crypts (PPC); layout 900 (4 x4 ) In-Ground Cremains (IGC) plots, and build 500 Columbarium Niches (CN), 40 oversized vaults (4 x10 ) vaults and 40 plots for traditional burials (4 x10 ), and required infrastructure and site fixtures to have a functional cemetery; including irrigation, drainage, access roads and water flower stations, landscaping, and. miscellaneous other repair and improvement items as shown on the construction documents and as specified. Two other goals of this project include two options. These options must be bid separately from the main scope and each other. NCA reserves the right to award these options based on available funding. Option A.- Demolish concrete floor of existing committal shelter include removal of two trees, miscellaneous demolition of existing gravel pad, and construction of a new concrete floor slab to increase the footprint of shelter slab; includes refurbishing of the shelter. Refer to Plans and Specifications for details Option B.- Construction of an equipment storage building to store heavy equipment such as backhoe, front loader, and smaller equipment This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at Beta.SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award.
