R799--Lyons EUL Development Opportunity Sources Sought COR: Sharon Sirotnak

Notice ID:36C77627Q0038

The VA is seeking expressions of interest from qualified developers, including SDVOSB/VOSB firms, for an Enhanced-Use Lease opportunity to redevelop underutilized historic buildings at the Lyons VA Medical Center in Lyons, NJ. The selected developer would finance, renovate or construct, operate, and maintain the assets for Veteran-benefiting uses such as wellness center, supportive housing, affordable housing, skilled nursing, assisted living, job training, research, or mixed-use, under an EUL of up to 99 years. VA may only receive cash ground-lease rent, lease-back arrangements are not permitted, and no in-kind consideration or free/discounted services may be provided to VA. The available buildings—18, 19, 25, 26, and 55—are National Register-listed, in serious disrepair with lead/asbestos/mold concerns, disconnected utilities, and limited parking that the developer must address. This is a market-research Sources Sought notice only, not a solicitation, and interested parties must demonstrate comparable development and financing experience, with SDVOSB/VOSB respondents confirming ability to perform at least 51% of the opportunity.

Notice ID:36C77627Q0038

VA is seeking expressions of interest from qualified developers, including SDVOSB/VOSB firms, for an Enhanced-Use Lease redevelopment of underutilized historic buildings 18, 19, 25, 26, and 55 at the Lyons VA Medical Center in Lyons, NJ. This sources-sought market research is not a solicitation or RFP and does not guarantee award; VA will use responses to assess competition and potential SDVOSB/VOSB set-aside strategy. Proposed uses should directly or indirectly benefit Veterans and may include a wellness center, supportive or affordable housing, skilled nursing, assisted living, job training, research, or mixed-use. The developer would finance, renovate or construct, operate, and maintain the leased assets under an EUL of up to 99 years, with no lease-back or in-kind consideration to VA and cash ground lease rent as the permitted consideration. All listed buildings are on the National Register of Historic Places and require historic-appropriate reuse while addressing serious disrepair, environmental/utility challenges, and limited parking.
