R799--East Orange EUL Development Opportunity Sources Sought COR: Sharon Sirotnak

Notice ID:36C77627Q0037

VA is seeking expressions of interest from qualified developers, including SDVOSB/VOSB firms, for an Enhanced-Use Lease opportunity to redevelop Building 11 at the East Orange, NJ VAMC campus. The approximately 11,023 GSF, three-floor historic building would require a developer to finance, renovate/construct, operate, and maintain a use that directly or indirectly benefits Veterans, such as administrative/educational uses, technical/job training, research, or mixed-use. EUL terms can run up to 99 years, but VA may receive only cash ground rent and cannot accept lease-back or in-kind consideration; parking must be included within the footprint if redevelopment significantly increases demand. VA is looking for proven comparable development experience, financial capacity, and public/private financing experience, with particular interest in SDVOSB/VOSB ability to perform at least 51% of the opportunity. This is market research only, not an RFP, and responding does not guarantee eligibility or award.
