The VA is conducting market research to identify qualified sources for a Utility Energy Services Contract (UESC) energy management project at the Washington VAMC, 50 Irving Street NW, Washington, DC 20422-0001. The utility would conduct a comprehensive energy audit, identify and design approved energy conservation measures (ECMs), construct/commission the project, arrange financing, and implement savings assurance, with repayment through verified utility cost savings and no upfront capital investment or specific congressional appropriations. ECM categories may include chiller plant improvements, BAS/EMCS, HVAC, lighting, building envelope, chilled/hot water and steam distribution, motors/drives, water/sewer conservation, utility distribution, rate adjustments, energy-related process improvements, commissioning/RCx, and advanced metering. The government anticipates an accelerated chiller plant design effort immediately following utility selection, concurrent with the UESC feasibility study, and may coordinate with the VA Facility Recapitalization Program. This sources sought is for market research only, not an RFP/RFQ, and responses must be limited to 20 pages including the completed questionnaire.
