The VA is seeking expressions of interest from qualified developers, including SDVOSBs and VOSBs, for an Enhanced-Use Lease opportunity to redevelop assets at the Lake Baldwin VA Medical Clinic in Orlando, FL, primarily for supportive housing or other Veteran-benefiting uses. The available assets include interconnected Buildings 519, 519a, 520, 520a, 521, and 522 on a 46-acre campus, with the selected Developer responsible for financing, designing, developing, renovating, operating, and maintaining improvements under a lease term of up to 99 years. This market research will help VA determine whether the opportunity can be competitive and whether a total SDVOSB/VOSB set-aside is appropriate. Lease-back by VA or other Federal entities is not permissible, and VA may only receive cash ground lease rent, though projects may provide free or discounted services to individual Veterans or Veteran Service Organizations. Interested developers should demonstrate relevant real estate development and financing experience, ability to secure public/private financing, and—for SDVOSB/VOSB respondents—ability to perform at least 51% of the development opportunity, and should address VA’s questionnaire as requested.
