The VA intends to solicit quotes for non-personal Initial Outfitting, Transition, and Activation (IOTA) services for a warehouse in Martinsburg, WV. The contract will be firm-fixed-price with an estimated 30-month period of performance, supporting a leased facility expected to be occupied by May 2029. The facility will provide temperature-controlled warehouse, office, and training space for VHA’s Office of Emergency Management, including housing over $51 million in emergency management equipment and supplies. Scope includes comprehensive project management; interior design, FF&E, and space planning; concept of operations and transition planning; acquisition planning and package development; relocation of reuse and personnel files; activation services; and post-occupancy support. This requirement is a 100% SDVOSB set-aside under FAR Parts 12 and 37, and eligible offerors must be VA-verified SDVOSBs meeting the small business size standard for NAICS 541614.
