INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a parking structure at the Martinez VA Medical Center located at 150 Muir Road, Martinez, California 94553. PROJECT DESCRIPTION: This project is to provide comprehensive Design-Build services to construct a parking structure. The new parking structure includes the furnishing of all labor, materials, equipment, supervision, administrative support, and any necessary professional engineering services required for the Design-Build effort described therein. The purpose of this project is to construct a 350-space parking structure at the Martinez VA Medical Center. Construction will be on an existing parking lot with expected loss of 100 spaces to construction. Project will also result in the demolition of deficient temporary buildings, Building AB-5, AB-6, and AB-7. By the time of demolition these buildings will be empty/vacant. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in December 2024. The period of performance is approximately 484 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00.
