The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) in support of the Veterans Heath Administration (VHA), Institute for Learning, Education and Development (ILEAD) requires 12 subscriptions to Articulate 360 Teams Software as a Service (SaaS) platform, including access to all Articulate 360 applications. PCAC intends to issue a Task Order under the Federal Supply Schedule (FSS) 47QTCA24D0044 to Interactive Communications Solution Group, Inc. dba ICS Learning Group, located at 2081 Blue Bayou Blvd, Johns Island, South Carolina, 29455-8349, on a Firm Fixed Price basis to provide the Articulate 360 licenses to the VHA, ILEAD. DESCRIPTION Please see the attached draft Performance Work Statement for requirement details. ADMINISTRATIVE This acquisition is being conducted in accordance with the authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6, for a proposed order with an estimated value exceeding the micro-purchase threshold and only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Orders placed under Federal Supply Schedules are exempt from the requirements in FAR Part 6-Competition Requirements. The applicable NAICS code for this acquisition is 513210, Software Publishers, with a small business size standard of $47M. The Product Service Code is DA10. To be considered, interested parties shall identify their interest and capabilities in response to this posting, and provide an authorized reseller letter from the publisher. Failure to provide proof of authorization will result in an offeror not being further considered. The determination by the Government not to compete the proposed requirement based upon responses to this notice and is solely within the discretion of the Government.
