National Data Systems (NDS) is responsible for ensuring that access to health information is managed in accordance with VA policy and Federal law. NDS is located within Veterans Health Administration ... National Data Systems (NDS) is responsible for ensuring that access to health information is managed in accordance with VA policy and Federal law. NDS is located within Veterans Health Administration (VHA) Digital Health Office (DHO) Health Information Governance (HIG). NDS manages the development and implementation of policy, regulation, and training around individuals accessing health information.  NDS manages all national health information data access requests as well as data queries and supports the reporting of VHA health information access, file extracts, Data Use Agreements (DUAs), and other related data access agreements. NDS responds to multiple requests for access to many of VHA s health information systems, including Electronic Health Records (EHRs), national databases, and extracted datasets.   The Contractor shall manage regional (Veteran Integrated Service Networks VISNs) and national access to VHA health information resources. These services include: data access requests, help desk support, data access process support, and business associate agreement support.  A contract is needed for the Digital Health Office for the below listed tasks: Tasks Task Description Data Access Requests Review all data access requests to ensure all required paperwork has been submitted and meets VHA policy requirements for approval. Business Associate Agreement Support Provide administrative support to the VHA Business Associate program manager including email and telephone inquiries. Report of NDS Workload Stats Write monthly report of tasks 1 and 2.  The contract period of performance shall be from the date of award for a base period of 12 months plus four (4) 12-month option periods.  A written solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be set-aside for Service-Disabled Veteran Owned Small Businesses. The applicable NAICS code is 541611 with a small business size standard of $24.5 million dollars. The FSC/PSC is R408. The solicitation will be issued on or about February 18, 2025, for approximately fifteen (15) calendar days. Offerors will be required to submit their quotes electronically via email.
