Request For Information - Sources Sought Notice  National Data Systems (NDS) Health Information Access (HIA) Support Contracting Opportunities Notice: 36C77625Q0078 Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes this request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA).    The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in, and capable of, support work within National Data Systems (NDS) Health Information Access (HIA) program. Tasks include managing regional access (Veteran Integrated Service Networks VISNs) and national access to VHA health information resources. These services include data access requests, help desk support, data access process support, and business associate agreement support. NDS customers include, but are not limited to, clinicians, researchers, peer reviewers, legal reviewers, and Veteran Service Organizations (VSO).  The North American Industry Classification System (NAICS) Code for this acquisition is 541611 - Administrative Management and General Management - Consulting Services. The small business size standard is $24.5 million. Pursuant to FAR Part 10, Market Research, the purpose of this notice is to determine if sources capable of satisfying the agency's requirements exists and to determine the commercial practices of company's engaged in providing the needed service. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. SAM: Interested parties should register in the System for Award Management (SAM) to obtain a unique entity identifier (UEI) (see FAR clause 52.204-13, System for Award Management Maintenance, for the requirement to maintain SAM registration during performance and through final payment). If an interested party does not have a UEI, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. Veteran Small Business Certification (VetCert): Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Businesses (VOSB) certification, size eligibility, challenges, and appeals are governed by the Small Business Administration (SBA). Interested SDVOSB/VOSB must be registered in the SBA certification database at https://veterans.certify.sba.gov/. II. Requirements:     Please see attached DRAFT Performance Work Statement (PWS).  III. Submittal Information: Companies having the skills and capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this Sources Sought Notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via e-mail to Contract Specialist Lisa Strawbridge at Lisa.Strawbridge@va.gov AND Contracting Officer, Kymberly Morgan at Kymberly.Morgan@va.gov. The submission cannot exceed 10 pages in length, single spaced, 11-point font that addresses the questions fully. The Government will not review any other data or attachments that are in excess of the 10 pages.   Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Simply restating that your firm will or can complete a task will not provide a determination of capability.  IV. Disclaimer and Important Notes: This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided.  Failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No phone calls will be taken. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Contracting Opportunities through SAM.gov. It is the potential offeror's responsibility to monitor Contracting Opportunities for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. Â
