In accordance with 38 U.S.C. § 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The contractor shall provide all labor, materials, tools,equipment, expertise, administration, supervision, and transportation as necessary to perform all work in accordance with provided construction specifications, drawings, all documents attached to this contract, all terms and conditions of this contract and supporting attachments included in the solicitation package. Project Title: Construct SCI Renovation/Addition Project Location: Hampton VA Medical Center located in Hampton, VA NAICS: 236220 Commercial and Institutional Building Construction - Size Standard $45M VAAR Magnitude of Construction: $10,000,000 to $20,000,000 System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to update their entity registration to remove these representations in SAM. This project is being solicited and will be awarded under the VA's Minor Construction Program. This program has a maximum statutory cost limit of $30M inclusive of A/E design fees and Construction Costs. No award will be made to projects that exceed this maximum cost limit. INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction of the Construct SCI Reno/Addition at the Hampton VA Medical Center (VAMC) located at 100 Emancipation Drive, Hampton, VA 23667. PROJECT DESCRIPTION: The Hampton VAMC is seeking a general contractor to furnish all tools, labor, materials, equipment, supervision, professional services, and expertise to renovate the existing SCI ward and construct a new building attached to existing structures. This construction project will renovate approximately 25,000 sf of existing space in building 137C of the Hampton VA Health Care System, as well as construction of 3,200 sf of new construction. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in August 2025. The period of performance is approximately 550 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
