Project Location: Martinsburg VAMC 510 Butler Ave Martinsburg, WV 25405 NAICS Code: 236220 ($45M) VAAR Magnitude of Construction: $10,000,000 to $20,000,000 This project is being solicited and will be awarded under the VA’s Minor Construction program. This program has a maximum statutory cost limit of $30M inclusive of A/E design fees and Construction Costs. No award will be made to projects that exceed this maximum cost limit. INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the construction to Renovate/ Expand 47-Bed Domiciliary Pod B at the Martinsburg VA Medical Center located at 510 Butler Ave. Martinsburg, WV 25405. PROJECT DESCRIPTION: This project will engage a General Contracting firm to perform demolition and renovation of Building 502B (B Pod) in accordance with the Bid Documents, Specifications, and Drawings. This project provides a complete renovation and replacement of the HVAC system of an approximately 20,000 s.f. single story domiciliary and courtyard that is 37 years old. The courtyard of the Domiciliary is 3770 SF. Renovation and expansion of up to 5,000 GSF will create approximately 28% of the beds in one-bed rooms with private baths and expand the bed count on this Pod to 57. The renovation will include updated finishes, systems replacement and floor plan changes to reflect the current standards of care. ADMINISTRATIVE: The solicitation will be issued as a “Invitation for Bid” (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in mid to late-July 2024. The period of performance is approximately 548 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
