INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction project at the Orlando VA Medical Center (VAMC) - Lakemont Campus located at 2500 S Lakemont Ave, Orlando, FL 32814. PROJECT DESCRIPTION: The Lakemont VAMC is seeking a general contractor to provide all necessary tools, labor, materials, equipment, permits, license, supervision, and quality control for EHRM Infrastructure Upgrades Construction Orlando, FL at the Lakemont VA Medical Center, in accordance with the drawings and specifications. The scope of this project is to upgrade the VA Lakemont Telecommunication Rooms (TRs) to correct the deficiencies identified in the Facility Condition Assessment provided with SOW attachments. Deficiencies verified that all TRs missing exterior cameras and dual authentication verification devices, correct power supply, undersized UPSs, missing zone PDU, A/B PDUs, data drops and data runs. Follow AE design. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in late January of 2025. The period of performance is approximately 545 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
