INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build minor construction project #531-325, Construct Primary Care/Mental Health building at the VA Boise Healthcare System (VABHCS) Boise VA Medical Center (BVAMC) located at 500 West Fort Street, Boise, ID 83702-4501. PROJECT DESCRIPTION The contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the construction of a new stand-alone single-story building in support of primary care and mental health services. Construction practices shall comply with all VA solicitation drawings and specifications, VA regulations, procedures, and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work includes, but is not limited to, demolition, site preparation, civil, structural, architectural, mechanical, plumbing, electrical, fire suppression, and fire alarm. The new building shall be fully integrated with existing BVAMC services, site improvements, and utilities. The new Primary Care/Mental Health building will be approximately 22,300 square feet of new construction. Contractor shall complete the intent of project 531-325 in strict accordance with the SOW, drawings, and specifications. All work not specifically identified by the drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents. ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the procedures listed in the solicitation. This procurement will be set aside based on an order of priority as established in 38 U.S.C. 8127. The solicitation will be advertised as a tiered set-aside evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early June of 2024. The period of performance is approximately 487 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
