Responses to Technical Questions EHRM Infrastructure Upgrades Data Center Design Mountain Home Question 1: We request that the VA removes or relaxes the VA Acquisition Regulation (VAAR) 852.219-75 requirement. VA Response: The clause at 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, is required for all solicitations and contracts that are set-aside under the VA Veterans First Contracting Program. The Contracting Officer has completed market research and determined that the data supports setting aside the procurement to SDVOSB concerns under 38 U.S.C. § 8127 (Public Law 109-461). The Contracting Officer has determined this procurement will be a 100% set-aside for SDVOSB concerns, and the requirement for the clause at 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction will not be removed or relaxed. Question 2: Please confirm whether PPQs do or do not count toward the page limitations. VA Response: Part II of the SF 330 and any CPARs or PPQs will NOT count toward the page limitation. The PPQ has been updated.
