This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as a Request for Quote and supplemented with additional information included in this notice. The solicitation number is 36C77624Q0368. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 518210 and PSC is DA10. This is an unrestricted procurement. Comparative Evaluation: The Government will perform a comparative evaluation in accordance with FAR Part 13.106-2 Evaluation of Quotations or Offers. The Government will award a contract to the responsible offeror (see FAR 9.104-1 General Standards) whose quote conforms to the RFQ and is most advantageous to the Government considering several factors, to include: Technical Meets brand name requirements (Schneider Electric) see attached Brand Name Justification, Authorized by Schneider Electric to provide the required software and hosting services (verification documentation must be included with quote), Past performance, and Price Using a comparative evaluation process, the Government will select the quote that will represent the best overall value to the Government at a price that can be determined reasonable. The Government is not required to identify the relative weight of the evaluation factors, hold discussions, or use other FAR 15 procedures. Reference FAR 13.106-2(b)(1) and 13.106-2(b)(3) Evaluation of Quotations or Offers. Technical Evaluations: Quotes must meet the minimum requirements set forth in the RFQ. To be eligible for award, firms must be registered on www.SAM.gov and third-party quoters must be authorized by Schneider Electric to provide the required software and data hosting services. Documentation that the third-party quoter is authorized by Schneider Electric must be included with the quote. All acceptable quotations/offers will be compared and the best one chosen. However, unlike in FAR Part 15, the Government will not consider any departures or alternates from the RFQ; each quote must address the solicitation requirement. Past Performance: The Government will utilize the Federal Awardee Performance and Integrity Information System (FAPIIS), personal experience with the quoter, and other available information as needed to assess past performance. Once the Government determines there is(are) a contractor(s) that can provide the services that meet the requirements of this RFQ, the Government reserves the right to interact with only the identified contractor(s) providing the best-suited quote to address any remaining issues if any. A written notice of award or acceptance of an offer, mailed or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are interactions after its receipt, unless a written notice of withdrawal is received before award. The Government intends to evaluate quotes IAW FAR Part 13.106-2(b)(3) using Comparative Evaluation procedures. The Government will select the quote deemed the best value when compared to all other quotes. The Government will use the value indicators listed below to determine the best value. Lowest price may or may not be deemed the best value. The Government will directly compare Quote Submission: No hardcopy Quotes will be accepted, and late quotes will not be accepted.
