Presolicitation Notice *=Required Field Presolicitation Notice Page 4 of 1 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) August 7, 2024 PRESOLICITATION NOTICE OFFICE OF CAPITAL ASSET MANAGEMENT SERVICES FOR ACTIVATION PROGRAM SUPPORT 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal services in support of the Veterans Health Administration (VHA) Capital Project Activation Costs. This requirement supports VHA's mission by providing better estimates for all-in project costs (e.g., furniture, equipment, information technology, staffing. etc.) and to provide documentation for budgetary requests required for project activation funding, a model for calculating these costs in advance of and during construction is necessary to plan and redistribute funding as project schedules change. This will be a firm-fixed-price contract with an estimated Period of Performance of a (12) twelve-month Base Year plus four (4) 12-Month Option Years. The contractor shall provide on-going support to Office of Capital Asset Management (OCAMS) and VISNs in maintaining and updating the database data/information to support an effective activation funding process, which will help ensure the tool is being evaluated with current data and information. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Small Business Administration (SBA) as an SDVOSB (see https://veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541611. The solicitation is anticipated to be posted on Contract Opportunities for download on or about August 9, 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be September 2, 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
