MEDIA COMPOSER UPGRADES THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is in the process of planning a requirement in which a contractor will be required to provide HP Z8 G5 Workstations with upgrades noted below to support Avid Technologies Software. ILEAD intends to purchase and install four new HP Z8 G5 Workstations to replace four existing workstations. All Media Composer workstation hardware and software configurations must be the brand and model vetted and approved by Avid for use with the VA-owned Media Central system. The VA will transfer the Media Composer software licenses from the existing workstations to these new workstations. All socio-economic groups (small and large businesses) are encouraged to respond to this request. The North American Industry Classification System (NAICS) anticipated for this requirement is 334111. The size standard for this NAICS code is 1,250 employees. Interested parties shall have a current Systems for Award Management (SAM) (www.sam.gov) active registration. The registration shall be kept active throughout the contract's life if issued. SAM registrations shall incorporate the representations and certifications of the company identifying the NAICS of 334111. All responses must come with Letters Of Authorization (LOA) from all Original Equipment Manufacturers (OEM). This is to meet the requirements in 852.212-71 Gray Market and Counterfeit Items. All line items are Brand Name Only. This means the vendors must propose the brand name exact match make and model for all items listed. All manufacturers must prove that they are an authorized distributor, or authorized reseller for the following manufacturers: Hewlett Packard ATTO Black Magic If the vendor cannot provide the above, we have to assume the items are counterfeit. Any vendors who do not provide OEM LOA will be determined non-responsive. Gray Market and Counterfeit Items (FEB 2023) (a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. (b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM.
