Presolicitation Notice *=Required Field Presolicitation Notice Page 4 of 1 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) July 15, 2024 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Lawrence/Northeast Indianapolis VA Outpatient Clinic in Lawrence, IN. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Lawrence/Northeast Indianapolis VA Clinic in the Veteran s Health Indiana System located in Lawrence, IN. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of a (12) twelve-month Base Year plus two (2) 12-Month Option Years. VA Indiana Health Care System has received approval for major lease project which will create expanded services opportunities for Veterans health care. The Lawrence/Northeast Indianapolis VA Clinic project proposes to lease a new outpatient clinic in the vicinity of Lawrence/Northeast Indianapolis. This project is approximately 45,237 net usable square feet (NUSF) and 350 parking spaces. The clinic will allow an expansion to the current footprint as well as added new services. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Small Business Administration (SBA) as an SDVOSB (see https://veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about July 22, 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be August 12, 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
