Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) May 16, 2024 PRESOLICITATION NOTICE Design Support for the West Los Angeles New Critical Care Center. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Design Support for the West Los Angeles New Critical Care Center. This will be a firm-fixed-price contract with an estimated Period of Performance of (9) nine months. In Fiscal Year 2018, the United States Congress approved the construction of the West LA New Critical Care Center (CCC) for the VA Greater Los Angeles Healthcare System (VAGLAHCS). This project is a Major Construction project that will construct a new West Los Angeles Critical Care Center (CCC). The project will be a joint effort between VA CFM, VHA, USACE, and VAGLAHCS. The Greater Los Angeles VA Healthcare System (VAGLAHCS) has been approved for this major construction project to create an expanded service opportunity for Veteran health care. VAGLAHCS proposed to build a new Critical Care Center (CCC) with approximately 450,000 new gross square feet (GSF). This proposed new Critical Care Center building provides for the construction of a new bed tower, as well as the renovation of the existing bed tower, building 500, to consolidate services across the VAGLAHCS West LA Campus. The new Critical Care Center will consist of six (06) floors. Each floor will have the following departments and/or services: ground floor - Inpatient Pharmacy, SPS, Morgue, police and touchdown spaces for engineering, Biomed, EMS, first floor - Lobby, Chapel, Canteen, ED, radiology, Admitting and Discharge, Multipurpose rooms, On- Call rooms, second floor - ICU (18 beds), Surgery (2 IR Lab, 1 Cath lab, 1 EP Lab, 6 General; 2 hybrid OR) and Peri-operative departments (57 bays), third floor Inpatient metal health (44 beds) and patient courtyard, fourth floor PCU (10 beds), ARU (16 beds) and Med/ Surge (22 beds), and fifth floor Med/ Surg (50 beds). This contract supports the West Los Angeles New Critical Care Center by providing design services to include Interior Design, Furniture Fixtures and Equipment and Space Planning Support. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 30 May 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 20 June 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
