Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) April 17, 2024 PRESOLICITATION NOTICE Activation Pre-Planning Support for the VA Puget Sound Healthcare System - American Lake VA Medical Center - Outpatient Medical Center/Building 201 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Activation Pre-Planning Support for the VA Puget Sound Healthcare System Outpatient Medical Center/Building 201. This requirement supports VHA's mission by providing contractor services to help support the Activation Pre-Planning of the project. This will be a firm-fixed-price contract with an estimated Period of Performance of (6) six months. VA Puget Sound Healthcare System, is working with VA Office of Construction and Facilities Management and Army Corps to secure award of the Design-Build to contractors who can construct the new building for VA use. VA Puget Sound Healthcare System American Lake VAMC has been approved for a major construction project to construct a new building with updated services for Veteran health care. The new Outpatient Medical Center building 201 is scheduled to be 77,280 GSF design-build (DB) with 52,811 NSF dedicated to department and/or services consisting of two-stories and a partial basement. Expected departments and/or services for building 201 consists of the following: Cardiology Service (11,295 GSF), Environmental Management Service (1,152 GSF), Gastrointestinal/Endoscopy Service (7,118 GSF), Lobby area (1,796 GSF), Pathology and Laboratory Medicine Service (10,449 GSF), Pharmacy Service (10,071), Pulmonary Medicine Service (7,760 GSF), Social Work Service (338 GSF), Sterile Processing Service (8,557 GSF), Surgical/Endovascular Services (16,951 GSF) and Office of Information and Technology (1,794 GSF). Project design details are not available at this time. VA anticipates that the Proposed Action construction would begin in 2025 and would be completed in 2028. This contract supports the Building 201 by providing pre-activation services to plan for the FF&E used in the pre-construction RFP development. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 01 May 2024. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 21 May 2024. Solicitation initial posting date and the closing date are subject to change as necessary.
