Pre-Solicitation Notice Other Than Full and Open Competition   This is a pre-solicitation notice to inform that The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541330 to support the VISN 22 Utility Energy Saving Contract (UESC) at the Phoenix VA Medical Centers in Phoenix, AZ via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First benefits program.    This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 & Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract for a total of five (5) years with options. The project scope of work will have the PF be responsible for providing PF services to support the Preliminary Assessments (PAs), Engineering and Economic Reviews, Construction Period, Post Installation Acceptance, Post Installation Report Reviews, Measurement and Verification (M&V) Report review as well as overall project tracking and reporting on meeting. The Project facilitator must be DOE approved.  The Government anticipated period of performance for this requirement will begin on 21-Nov-23 and conclude on 20-Nov-28. A solicitation and request for quote will not be posted to Contract Opportunities/FBO as this will be a direct award to one SDVOSB and this is considered the only public notice. A Request for Quote will be issued directly to EMP2, Inc, 1950 Keene Rd, Bldg E, Richland, WA 99352.  This notice does not constitute a Request for Quote or Request for Proposal.
