Presolicitation Notice INTRODUCTION The Department of Veterans Affairs, Program Contracting Activity Central (PCAC), (VHA) Office of Nursing Services (ONS) and the Department of Defense (DOD) Nursing Science and Clinical Inquiry division requires a contractor with specialized research experience in both Federal medical systems to understand the similarities and differences to ensure an effective implementation of evidence-based nursing principals and then assist in the post implementation analysis. PCAC anticipates soliciting quotations and subsequently awarding a Firm-Fixed Price contract for evidence-based practice implementation support services. DESCRIPTION A contract is needed for the Office of Nursing Services for the below listed tasks. Deliverable Deliverable Description Delivery Date EBP/KMP Project Coordination and Evaluation Assist with coordination and monitoring of individual EBP projects and KMP between JIF sites. Weekly, beginning one (1) week after Contract award. Training Outcome Report Collect training data from Ovid Synthesis on individual EBP projects and reporting using JIF-supplied forms. Quarterly, beginning 90 days after Contract award. Marketing Material and Instructions Prepare marketing material and instructions to summarize and facilitate follow-up classes per JIF procedures. Estimated Monthly, and due within five (5) business days after request. Overall Project Outcome Data Report Collect overall project outcome data for reporting and publication. Monthly, beginning one (1) month after Contract award. Outcome Analysis Assist with the analysis of outcomes per JIF application using provided attachment. Due at the end of the period of performance. Meeting/Agenda Scheduling and Meeting Minutes Preparation and Distribution Schedule, set agenda, complete minutes, and facilitate and attend weekly meetings with the JIF team. Weekly, meeting agenda due two (2) business days prior to scheduled meeting. Meeting minutes due two (2) business days post-meeting. Manuscript and Presentation Assist the Government Project Leads with publication of manuscript and presentation in APA or AMA format. Estimated Quarterly TBD Other incidental services in support of the VHA/DHA JIF grant process. TBD The contract period of performance shall be from the date of award for a base period of six (6) months plus one (1) 12-month option period. ADMINISTRATIVE A written solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be set-aside for Service-Disabled Veteran Owned Small Businesses. The applicable NAICS code is 541611 with a small business size standard of $24.5 million dollars. The FSC/PSC is R699. The solicitation will be issued on or about February 23, 2024, for approximately fifteen (15) calendar days. Offerors will be required to submit their quotes electronically via email.
