Responses to Technical Questions EHRM Infrastructures Upgrades 528A4-22-700 Question 1: In reference to Factor 1 Professional Qualifications , we noticed that the list of qualifications does not include a Registered Communications Distribution Designer. In our experience the RCDD is a required discipline for these types of projects. Could you please confirm whether the VA would like to see a resume for an RCDD in the submission? VA Response: The requirement for a Registered Communications Distribution Designer was not specifically called out in the Scope of Work. The design team submitted will be reviewed and evaluated based on many factors including but not limited to: professional experience, certifications, licenses, past performance, education, training, etc. Question 2: In reference to Factor 1 Professional Qualifications , the list of required disciplines includes plumbing. Is a plumbing designer acceptable or is a plumbing engineer preferred? VA Response: The design team submitted will be reviewed and evaluated based on many factors including but not limited to: experience, certifications, licenses, past performance, education, training, etc. there is no specific requirement to be an engineer or a designer on a discipline. The drawings will have to be reviewed, stamped, and signed by a licensed engineer prior to solicitation for construction. Question 3: In reference to Factor 1 Professional Qualifications , if a plumbing designer is acceptable, will a plumbing engineer hold more weight in the evaluation? VA Response: The design team submitted will be reviewed and evaluated based on many factors including but not limited to: experience, certifications, licenses, past performance, education, training, etc. Question 4: In reference to Factor 2 Specialized Experience and Technical Competence , is there a maximum number of projects the VA would like to see included under this requirement? VA Response: The proposal must be within the page requirements of the submission.
