This Pre-Solicitation Notice replaces the previous notice (36C77622R0152) already published. INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Design-Build Martinez Parking Structure project at the Martinez VA Campus, located at 150 Muir Road, Martinez, CA 94553. PROJECT DESCRIPTION: Contractor shall provide all labor, materials, equipment, supervision, administrative support, and any necessary professional engineering services required for the Design Build effort to construct a 350 space parking structure on the Martinez Campus. Construction will be on an existing parking lot with expected loss of 100 spaces to construction. Project will also require the demolition of a deficient temporary buildings, Building AB-5, AB-6, and AB-7. By the time of demolition these buildings will be empty/vacant. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation is planned to be issued in mid February of 2023. The period of performance is approximately 460 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
