Presolicitation Notice Page 4 of 4 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades project at the Edward P. Boland VA Medical Center (VAMC) located at 421 N. Main St., Leeds, Massachusetts. PROJECT DESCRIPTION: The Edward P. Boland VAMC is seeking a general contractor to completely prepare the Edward P. Boland VAMC buildings for operations, including demolition and removal of existing structures, and furnish labor and materials and perform additions and interior renovation work for the EHRM Infrastructure Upgrade. The Contractor will be responsible for all facets of construction management and construction work and the management of subcontractors to facilitate a construction project to upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure Requirements. Project Building locations for work include but not limited to Buildings 1, 1EA, 1WA, 1C, 2, 3, 4, 4A, 5, 6, 6A, 7, 7A, 8, 8A, 9, 11, 12, 12A, 13, 14, 16, 20, 22, 25, 26, 28, 29 Pump House, 60, 65 ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late May of 2023. The period of performance is approximately 1,155 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
