Presolicitation Notice INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build 608-317 Women s Health Clinic addition and remodel- located at the Manchester VA Medical Center (VAMC) 718 Smyth Rd Manchester, New Hampshire. PROJECT DESCRIPTION: The scope of this project includes but is not limited to the following: The construction of a new 8,500sf Women s Health Clinic that will be attached to the South-West end of the Main Medical Center (Building #1). The construction of the new Women s Health Clinic includes 4,000 sf of existing space to be renovated plus an approx. 4,500 sf 2-story addition consisting of a partial basement. This project shall be executed per the drawings, specifications, and this scope of work (SOW). The contractor shall provide (including but not limited to) all tools, materials, equipment, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully functional project. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early June of 2023 (This is just an approximate timeline, please monitor sam.gov for the posting of the solicitation). The period of performance is approximately 600 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
