Professional Qualifications the following is stated Key positions and disciplines required for this project include, but are not limited to: Project Manager, Electrical Engineer, Cost Estimator, Civil Engineer, and knowledgeable designer(s) for the locates for utility/comm/Security hook ups.  The last itemed mentioned, knowledgeable designer(s) for the locates for utility/comm/Security hook ups . Are you looking for us to identify someone who can support Subsurface Utility Engineering (SUE)? Or can you clarify what a designer for the locates means? Answer: This design is for site prep only. The civil engineer can double as the project manager since this will be mostly civil work. There is minimal electrical/utilities design beyond determining electrical/utility sizing a transformer (if needed), utility hook-ups and piping runs, and telecom runs. And yes, a SUE is a must.
