Whether companies from Ou... This purpose of this Amendment to RFQ# 36C77623Q0416 is to answer technical questions in accordance with section (b) of Addendum to FAR 52.212-1 Instructions to Offerors. Q1. Whether companies from Outside USA can apply for this? A1. Offerors must be in compliance with all applicable sections of FAR Part 25. Additionally, this acquisition is set aside for SDVOSBs; offerors must be certified in VetCert to be considered. Q2. Whether we need to come over there for meetings? A2. No travel is anticipated for this requirement. Q3. Can we perform the tasks (related to RFP) outside USA? A3. Offerors must be in compliance with all applicable sections of FAR Part 25. Additionally, this acquisition is set aside for SDVOSBs; offerors must be certified in VetCert to be considered. Q4. Can we submit the proposals via email? A4. Quotes must be submitted via email in accordance with the Instructions to Offerors. Q5. Would the Government be receptive to receiving two proposals from our company a compliant proposal, and an alternative proposal that both offer compliant software from the same OEM, but with different features and price schedules? A5: The Government will award a contract resulting from this solicitation to the Lowest Price Technically Acceptable (LPTA). Only the lowest priced quote will be evaluated for technically acceptability. If the lowest quote is determined to be unacceptable based on the evaluation criteria, the next lowest quote will be evaluated, and so on. Offerors may submit multiple quotes, but should understand that not all quotes may be evaluated in accordance with the LPTA process.
