Presolicitation Notice Page 3 of 3 Pre-Solicitation Notice Other Than Full and Open Competition   This is a pre-solicitation notice to inform that The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541330 to support the VISN 21 Las Vegas VA Medical Center Energy Savings Performance Contract (ESPC) via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First benefits program.    This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 & Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract with one (1) base year and four (4) option years for a total of five (5) years. The project scope of work will have the PF be responsible for providing PF services to support the Performance Assurance Reviews, Measurement and Verification (M&V) Reviews including overall project tracking and reporting by means of meeting minutes/log to coincide with the ESPC M&V Schedule. The Project Facilitator must be Department of Energy (DOE) approved. The Government anticipated period of performance for this requirement will begin on 01-June-2023 and conclude on 31-May 2028. An earlier start date is possible should the Contractor and the Government come to a mutual agreement prior to 1-June-23.    A solicitation and request for quote will not be posted to SAM/Contract Opportunities as this will be a direct award to one SDVOSB. A Request for Proposal will be issued directly to Veterans Facility Services, Inc. The Government intends to evaluate the proposal using the best value approach, where price and technical will be considered factors.  This pre-solicitation notice does not constitute a Request for Quote or Request for Proposal. This pre-solicitation notice is being provided IAW with FAR 5.204 Pre-solicitation notices.     End of Document
