Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) May 4, 2023 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Dallas Veterans Affairs Medical Center Long Term Spinal Care Injury, Warehouse and Linen Holding Area. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Dallas Veterans Affairs Medical Center Long Term Spinal Care Injury, Warehouse and Linen Holding Area. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (48) forty-eight months. This project phase B includes the construction of a 166,00 SF 30-bed Long Term Spinal Cord Injury (LT-SCI) unit located at 4500 South Lancaster Road; Dallas, TX 75216 with future expansion capabilities as well as associated clinical, administrative support spaces. The 30-bed Long Term SCI facility will be operationally and physically integrated with the existing acute SCI center (Bldg. 74) at the Dallas campus. Phase C demolishes three buildings (10,12,and 27) in the footprint of the new construction and constructs a new two-story warehouse with second floor office space and associated underground utilities and site improvements. Approximate square footage is 79,500 SF. This phase includes a minor renovation of the existing Building 2 for linen holding of approximately 5,000 SF. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 29 June 2023. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 24 July 2023. Solicitation initial posting date and the closing date are subject to change as necessary.
